They add “penalties” for tonal sound, impulsive sound and time of day, and compare the result with the limit, so that it better matches the annoyance people actually feel. People often do not notice until the hearing is already lost, and hearing lost to noise does not come back. That is why many countries regulate noise exposure at work. An example from the European Union (Directive 2003/10/EC): employers must start taking action when the daily noise exposure level, normalised to an 8-hour working day, reaches 80 dB(A) (the decibel, dB, is a logarithmic unit for sound level, and the (A) means the standardised A frequency weighting, loosely modelled on the ear's sensitivity at moderate levels).
