If the instantaneous number were the criterion, every drum hit would break the limit, which says little about how much sound the ears actually receive.

At live events it is usually calculated over 15 minutes or 60 minutes as a moving (rolling) window: at every moment the meter shows the average of the most recent 15 or 60 minutes, rather than waiting for the hour to finish and starting again.

Loud music is pouring water in quickly; a slow song pours less. The water level (the 15-minute average) does not follow every drum beat; it reflects how much has been poured recently. After several loud songs in a row the level creeps towards the rim, so the engineer needs to see this trend early and pull back in the next song.

A-weighting is a standardised weighting loosely modelled on the ear's lower sensitivity to low frequencies at moderate levels, so it strongly reduces bass. Modern music is bass-heavy; looking only at dBA can hide how loud the bass really is, and bass is exactly what tends to travel to the neighbours. The C value completes the picture (see the article on dBA, dBC and dBZ).
