But when a result will be used to decide something real, such as a noise complaint against a factory, the handover of a meeting room, or an assessment of noise at work, the first question asked is “what was it measured with, and how reliable is it?” A sound level meter built and tested to a standard is the answer to that question.

Inside the meter the signal passes through a chain of stages:

Whichever class you use, the meter must be properly calibrated to give trustworthy results.

Around 1 kHz the two sets of limits are close, but at very low and very high frequencies Class 2 allows much larger deviations. Sound with a lot of high-frequency energy, such as compressed-air hiss or a machine whine, is therefore where results from meters of the two classes can differ most. Beyond frequency, the limits also cover level linearity, directional response, time weighting and the effects of temperature and humidity. In the current IEC 61672-1 they are expressed as acceptance limits, which take into account a maximum permitted uncertainty of the testing laboratory.

Examples of such bodies include PTB in Germany, LNE in France, METAS in Switzerland and CEM in Spain.

For example, the NTi Audio XL2 fitted with the XL2 Type Approval Option (XL2-TA) is approved when used with an M2230 or M2340 microphone, the MXA01 shroud, a specified firmware version and the NTi Audio Class 1 sound calibrator. Swap any one of these for something else and the set is no longer the approved configuration.

IEC 61672-3 therefore defines periodic testing in a laboratory, which NTi Audio recommends yearly (the interval actually required depends on the law, the job's requirements or the organisation's quality system). A contractor and a building owner place their own meters side by side outside a compressor room. Both are checked with a calibrator and read 94.0 dB. On the real noise, one reads an LAeq of 82.6 dB and the other 83.4 dB.
Who is wrong? Possibly nobody. The calibrator check confirms only the value at 1 kHz, while the real noise has high-frequency energy from air-leak hiss, a range where the meters' tolerances are wider. And two microphones only half a metre apart can sit in different sound fields in a plant room.
Better than arguing: swap the meter positions and measure again, compare the 1/3 octave spectra of both meters, check that both calibration certificates are current, and agree in advance on which class and method will be the reference. (Hypothetical numbers.)
